MARCIA K. BRAND, M.S., Ph.D.
Photo of Marcia BrandDr. Marcia Brand is the Director of the Federal Office Rural Health Policy (ORHP) located within HRSA.  While occupying other positions with HRSA, she was involved with its State Planning Grant Program initiatives and State Child Health Insurance Program, the Secretary's Initiative on Children's Health and President's Federal Interagency Task Force on Children's Health Insurance Outreach.  Brand is an authority on health care access and rural health care issues.


DAVID CHIN, M.B.A., M.D.
Photo of David ChinDavid Chin, partner, leads the national payor practice and coordinates the thought leadership initiatives in the academic medical center practice of the Healthcare Consulting Practice of PricewaterhouseCoopers LLP.  Dr. Chin is a physician executive with more than 20 years of experience in managed care, hospital/physician network formation, and the management of large medical group practices.  His medical and senior management experience provide a unique set of skills to help organizations successfully adapt to the changing healthcare market place.


CATHERINE M. DUNHAM, M.Ed., Ed.D.
Photo of Catherine M. Dunham Dr. Catherine M. Dunham is a national Robert Wood Johnson Foundation program director.  She launched The Access Project, a Foundation initiative that assists community coalitions working to improve access to care and coverage for the uninsured.  She also directs the Community Health Leadership Program supported by the Foundation. Dunham is an expert in community health initiatives designed and intended for improving health care availability and accessibility in respective communities.


DONALD W. LIGHT, M.A., Ph.D.
Photo of Donald LightDr. Donald Light is a Professor of Comparative Health Insurance and Health Care at University of Medicine & Dentistry of New Jersey; Senior Fellow at Leonard Davis Institute of Health Economics, The Wharton School, University of Pennsylvania; and Founding Fellow at Center for Bioethics, University of Pennsylvania.  As an international consultant for strategic health care services and policy, hospital-community system integration, community-based primary care services, managed care, and health insurance designs, he is a leading academic expert in health systems.


DAN K. MORHAIM, MD
Photo of Dan MorhaimDr. Dan Morhaim is a Delegate to Maryland House of Delegates representing the 11th District since first elected in 1994. He has been at the forefront of efforts to expand access to medical care and promote public health. He also is board certified in both Emergency Medicine and Internal Medicine and an emergency physician who continues as a front-line clinician at Sinai, Northwest, and University of Maryland hospitals when the legislature is not in session. As a public policy maker and practicing physician, his expertise encompasses the dynamic correlation between health care delivery, systems and public policy.


JONATHAN B. OBERLANDER, M. Phil., M.A., Ph. D.
Dr. Jonathan Oberlander is an assistant professor of Social Medicine at the University of North Carolina-Chapel Hill, where he teaches health care policy in the School of Medicine and Department of Political Science. He authored, The Political Life of Medicare, and is currently writing a book on Medicare reform.  His articles have appeared in many professional journals. He is a leading academic expert on Medicare policy, health politics, rationing, and health care reform.


DANIEL SISTO, B.S., M.B.A.
Photo of Daniel SistoDaniel Sisto is President of the Healthcare Association of New York State since 1986 also serving for the two years prior as Senior Vice President and Chief Operating Officer of its consulting arm.  He is the former Executive Vice President of the Nassau-Suffolk Hospital Council and served as Public Information Officer and later Deputy Director of the Nassau-Suffolk Health Systems Agency.  Mr. Sisto holds a B.S. in Management and an M.B.A. in Marketing from St. John's University.


GERVAIS TOUGAS, M.D., C.M., F.R.C.P.C.
Photo of Gervais TougasDr. Gervais Tougas is a gastroenterologist associated with St. Joseph's Healthcare, Hamilton, Ontario, Canada.  He also is an Associate Professor, Department of Medicine, Division of Gastroenterology at McMaster University located in Hamilton. His practice and research contribute to his expertise in objective practical analysis of the Canadian system and health system comparison.


SARAH TRAFTON, J. D.
Photo of Sarah TraftonSarah Trafton, JD is an Associate Professor, Associate Chair for Education and Director of the Master of Public Health Program in the Department of Community and Preventive Medicine at the University of Rochester School of Medicine and Dentistry. She has served on numerous boards and public committees addressing health care access, reform and delivery.  Trafton's broad-based background in health care delivery and economics make her an expert on health economics and relationship with economics in general.


BRUCE C. VLADECK, M.A., Ph.D.

Vladeck, a nationally recognized expert on health care policy, health care financing, and long-term care is a Professor of Health Policy and Geriatrics at the Mount Sinai School of Medicine in New York. He is also a member of the New York City Board of Health, Board Chairman for the Primary Care Development Corporation, and Chairman of Senior Health Partners. Before joining the federal government, as Administrator of the Health Care Financing Administration (HCFA), Dr. Vladeck served ten years as President of the United Hospital Fund of New York.  His expertise encompasses health care policy, financing and delivery from the perspective of both a public and private sector administrator.


KATHLEEN E. DYMAN, B.S.
Photo of Kathleen E. DymanKathleen E. Dyman is the Executive Vice President of the Medical Societies, Counties of Oneida, Herkimer, Madison, Chenango and Oswego and the Central New York Academy of Medicine in New Hartford, NY. Ms. Dyman has been in her position for over 9 years and has more than 32 years experience in healthcare. She represents physicians over a five county area in Central New York. Her expertise is liaison for the physicians on many different issues, to include insurance, malpractice, practice management, socio-economic concerns and lobbying.
